Upon graduation with a BSc(Eng) degree in civil engineering from the University of Hong Kong in 1977, Mr. Chan received professional training in the Public Works Department and became an engineer of the Drainage Works Division in 1980, responsible for the planning and design of the preliminary sewage treatment plants on the Hong Kong Island.  He got an MSc(Eng) degree in civil engineering from the University of Hong Kong in 1985 and a post-graduate diploma in hydraulic engineering (lowland development) from the International Institute of Hydraulic and Engineering in Delft, the Netherlands in 1988.

From 1988 to 1994, he worked as a Senior Engineer of the Special Projects Division, Mainland North Division and Land Drainage Division, responsible for the hydraulic design of the Shenzhen River Regulation Project and then the formulation of a Territorial Land Drainage & Flood Control Strategy for Hong Kong through a 3-phase study.  From 1994 to 1998, he worked as a Senior Engineer and later Chief Engineer of the Drainage Projects Division, responsible for the design and construction of the major river training and polder schemes in the NWNT and NENT.  From 1998 to 2007, he worked as the Chief Engineer of the Sewerage Projects Division responsible for the design and construction of the extension of the sewage treatment plants at Shatin, Tai Po, Shek Wu Hui, Sai Kung etc. and the upgrading of the sewerage systems in various districts.  From 2007 to 2010, he worked as the Chief Engineer of the Land Drainage Division, responsible for flood monitoring and drainage master planning as well as coordinating the sewerage master planning aspects.

From 2010 to 2012, Mr. Chan was the Assistant Director/Operations & Maintenance overseeing the district operation and maintenance as well as the drainage and sewerage planning matters.  Since 2010, he has been working as the Assistant Director/Sewage Services, overseeing the implementation of the sewage services charging scheme as well as the design and construction of the Harbour Area Treatment Scheme.
