Detailed engineering feasibility study, including preliminary technical and impact assessments, preparation of outline design for the engineering works and formulation of implementation strategies and programmes
Work with CEDD to plan and review the future land use of the existing SKSTW site and nearby site after reclamation to assess the cost effectiveness of their integrated development
Public engagement and consultation exercises with relevant stakeholders
Ground investigation works
