It is the first time for DSD to adopt the contract form of New Engineering Contract Professional Services Contract (NEC PSC) Option C in its consultancy agreement and to establish a Co-location Design Office under the Development Bureau.  The Co-location Design Office provides a common platform for both DSD and the Consultant’s staff to work together under one roof, to share design knowledge and experience, and to enhance communication in designing the new Yuen Long Effluent Polishing Plant.

DSD has been proactively using NEC form in both works contracts and consultancy agreements in recent years. Up to October 2016, DSD has already awarded 19 works contracts and 4 consultancy agreements using NEC as the contract form. NEC promotes partnering and mutual trust in order to enhance management efficiency and cost effectiveness.
