Happy Valley Underground Stormwater Storage Scheme received the Highly Commended New Engineering Contract (NEC) Large Project of the Year Award at the Annual Seminar of the NEC Users’ Group

On 20 April 2015, Happy Valley Underground Stormwater Storage Scheme received the Highly Commended New Engineering Contract (NEC) Large Project of the Year Award at the Annual Seminar of the NEC Users’ Group held in London, the United Kingdom.

NEC is a new form of contract with provisions enabling all the contracting parties, including project management offices and consultants/contractors, to establish a high level of mutual trust and co-operation through a partnering approach for project management, thus minimising disputes and avoiding delay.

After the award presentation ceremony, the NEC Users’ Group, an international community connecting NEC users to promote knowledge sharing, interviewed Mr MAK Ka-wai, our Deputy Director, about the latest development of NEC in Hong Kong and the challenges and opportunities brought by the use of NEC in DSD projects. Mr MAK mentioned that the Improvement of Fuk Man Road Nullah in Sai Kung, the Development Bureau’s first pilot project in NEC form, was completed six months ahead of schedule at an actual cost 5% below the final target cost, fully demonstrating the benefits of mutual trust and collaboration between the contracting parties. To support the policy set by the Development Bureau, DSD will, in 2015-16, extensively adopt NEC for various flood prevention, sewerage treatment, electrical and mechanical installation and operation and maintenance works, as well as consultancy studies to improve project management efficiency.
