DSD Established “Alliance for Responding to Extreme Weather”

The Drainage Services Department (DSD) officially established the "Alliance for Responding to Extreme Weather" (the Alliance) on 13 April 2026.  The Alliance, comprising the DSD and the contractors participating in 30 DSD's maintenance term contracts and works contracts, aims to foster closer and longer-term partnerships, strengthen synergies among partners, and jointly enhance Hong Kong's overall resilience against extreme weather.

In his address, the Director of Drainage Services, Ir Ringo MOK Wing-cheong, highlighted that extreme weather has become increasingly frequent in recent years.  Accordingly, the DSD has progressively shifted its emergency response model to a more proactive, forward-looking, and precise management approach.  Mr MOK emphasized that the DSD has continued to strengthen its emergency response strategy by actively developing smart technologies, including the Artificial Intelligence Flood Monitoring System, the Smart Drainage Map, the Flood MoXAIC flood forecasting system, and mobile powerful pumping robots, to enable rapid response during severe weather. 

To further strengthen emergency response capacity, the DSD has expanded its emergency response teams from about 70 in 2023 to 200 in 2026. The Director commended the contractors' frontline teams for their professionalism, courage, and dedication in overcoming challenges, ensuring swift flood mitigation and facilitating the community's rapid recovery.

During the ceremony, the senior management team of the DSD and the Alliance members participated in a symbolic drumming declaration and jointly pledged the Alliance's four goals: "United as One‧Safety for All‧Leverage Technology‧Rapid Recovery".  Mr MOK then presented the Alliance Pledge to each representative.  Through this platform, the DSD envisions timely communication, mutual support, and close collaboration with contractors, leveraging innovative technologies to safeguard public safety, accelerate community recovery, and build Hong Kong into a flood-resilient city.

The Director of Drainage Services, Ir Ringo MOK Wing-cheong, led representatives from contractors in a drumming ceremony to mark the establishment of the Alliance.  Together, they pledged close collaboration to combat extreme weather and to facilitate the rapid recovery of the community.
