DSD held 2026 Pre-wet Season Stakeholder Meeting

The Drainage Services Department (DSD) held a pre-wet season stakeholder meeting on March 20, 2026. Participating stakeholders included MTR, Link, CLP Power, Hong Kong Electric, Towngas, Hong Kong Red Cross, Hong Kong Federation of Insurers, Hong Kong Housing Society and various professional institutes in property management sector namely Property Management Services Authority, Chartered Institute of Housing Asian Pacific Branch, Hong Kong Association of Property Management Companies Limited, Hong Kong Institute of Housing, Hong Kong Institute of Certified Property Managers and Hong Kong Institute of Facility Management. Representatives from various government departments, including the Highways Department, Electrical and Mechanical Services Department, Architectural Services Department, Buildings Department, Water Supplies Department, Home Affairs Departments, Civil Aid Service and Housing Authority, also joined the meeting.
At the meeting, the DSD introduced the Integrated Flood Management Strategy, which adopts a multi-pronged approach based on "flood resilience", for strengthening the "Adaptation","Resilience" and "Management" measures continually. The strategy seeks to enhance the capabilities in emergency preparedness, early warning, emergency response and recovery under extreme weather conditions, thereby enhancing the overall flood resilience of Hong Kong in the face of climate change. With approaching of rainy season, DSD appealed to all stakeholders to carry out pre-wet season preventive inspection and maintenance on their respective drainage facilities and to adopt resilience measures on important facilities so as to protect and safeguard the public. Furthermore, DSD encouraged all public utilities/organizations and property management sectors to strengthen the flood resilience measures and deploy different kinds of pumping equipment for their facilities in order to reduce the risks and impacts of flooding caused by extreme rainfall and storm surges.
In addition, Civil Engineering and Development Department (CEDD) also introduced the "Integrated Shoreline Management Strategy to cope with Climate Change" to stakeholders at the meeting. Considering the risks of climate change to existing and new developments, CEDD will incorporate guidelines for managing coastal risks into its design manual. This will allow stakeholders to systematically identify risks and refer to good practices to implement mitigation measures, thereby enhancing the overall resilience of society in the face of coastal risks.
