DSD and Singapore's Public Utilities Board Forge Stronger Ties in Flood Resilience, Cavern Development, and Innovation Technology

The Drainage Services Department (DSD) received a delegation from the Public Utilities Board (PUB), Singapore's National Water Agency, on 25 March 2026.  The visit provided an invaluable platform for both sides to exchange views on flood resilience, cavern development, and innovative technology. 

During the meeting, the DSD introduced Hong Kong's "Integrated Flood Management Strategy", which adopts a progressive adaptive approach encompassing adaptation, resilience and management measures.  The DSD also shared the application of innovative technology in flood management and flood risk forecasting, with a view to proactively addressing the challenges of climate change and building a climate-resilient city.

The DSD also showcased the concept and design of the "Relocation of Sha Tin Sewage Treatment Works to Caverns" Project.  This pioneering infrastructure project optimises land use, while enhancing operational effectiveness and local living environment.  The project has achieved new heights in construction precision and efficiency through the extensive application of innovative technologies, including Artificial Intelligent Rock Bolt Scanning and Building Information Modelling technology.

In return, the PUB delegation introduced the renowned "Active, Beautiful, Clean Waters (ABC Waters) Programme", sharing the latest developments in transforming their water infrastructure beyond functional use.  By integrating blue-green elements, the programme creates beautiful recreational spaces and enhance liveability for the community.

Following the meeting, the delegation conducted a site visit to the DSD's "Sau Nga Road Stormwater Storage Scheme".  Located in a dense urban area, the project involves the construction of a 64,000 cubic metres underground stormwater storage tank.  Adopting the "Single Site, Multiple Use" concept, a public playground will be reprovisioned above the tank upon completion.  During the site visit, the DSD demonstrated a suite of innovative construction technologies, reflecting the Department's unwavering commitment to pursuing construction excellence with the goals of achieving zero accidents and sustainable construction. 

Through this meetup, both sides engaged in-depth exchanges on professional expertise and practical experience in flood resilience, cavern development, and the application of innovative technology, fostering strong interflow between the two modern technology hubs.
