DSD Signed Five Contracts for Drainage Maintenance and Maintenance to DSD Plants and Facilities

The Drainage Services Department today (20 March) signed five maintenance and construction framework contracts with contractors at a total contract sum of about HK$1,500 million.

At the signing ceremony, the Director of Drainage Services, Mr. Ringo MOK, emphasized that the signing of these five contracts marks an important milestone. These five contracts represent the Department's first adoption of the NEC4 Framework Contract form for maintenance and construction works, enabling various types of regular preventive maintenance, minor improvement works or emergency repairs, as well as emergency response services. It is anticipated that this form of contract will foster closer collaboration between the Department and the framework contractors, driving for better contractors' performance, promoting proactive risk management and leading to a more cost-effective asset management model.

Among the five contracts, three focus on drainage maintenance and construction works in Hong Kong Island and Islands districts, and Mainland North districts. These works include the maintenance and improvement of public sewers and stormwater drainage systems, and the construction of minor drainage facilities. The other two contracts involve building and civil maintenance and minor construction works for sewage treatment plants, pumping stations and flood control facilities, stormwater drainage and sewage tunnels, and submarine outfalls under the Department.

These five contracts commenced in February 2026 and will take 48 month to complete. The list of contractors for the framework contracts is as follows:

The five contracts cover two key areas of the Drainage Services Department's work: facilities maintenance and construction, and emergency response. Mr. Ringo MOK remarked that the adoption of framework contract form was not intended to prescribe limits for the contractors, but rather to establish a foundation for fostering close collaboration and partnership between the framework contractors and the DSD's project teams. All framework contractors would, with professionalism, fully leverage their experience and expertise, and explore the application of innovative technologies.  With safety and quality assurance as top priorities, the Department and contractors are expected to overcome challenges collaboratively, achieving mutually beneficial outcomes.
