30 January 2026

The Drainage Services Department (DSD) received the Winner Award for "Excellence in Innovative Technology Application" at the "Outstanding NEC Team Performance Awards" organised by the Development Bureau (DEVB).  This award recognises the outstanding performance of the DSD project team for "Drainage Maintenance and Works in North New Territories (2023-2027)", showcasing the Department's remarkable achievements in promoting the New Engineering Contract (NEC) and the application of innovative technologies.

The DEVB has been dedicated to promoting the NEC to enhance project management efficiency and cost-effectiveness.  The award presentation ceremony was successfully held on 30 January 2026 to commend project teams for their outstanding performance in partnership and innovative technology application, and to encourage the industry to embrace the NEC spirit.  Speaking at the ceremony, the Permanent Secretary for Development (Works), Mr LAU Chun-kit, Ricky, emphasised that the NEC is built on mutual trust and collaboration among the employer, project manager and contractor.  He commended the award-winning project teams for their remarkable performance and for setting an exemplary model for the industry.

The competition received an overwhelming response, attracting over 60 teams from various sectors ranging from large-scale infrastructure projects to operation and maintenance works.  The DSD's award-winning project team exemplified a strong partnering spirit by actively collaborating with industry partners to pursue excellence and innovation.  Together, they developed and applied multiple innovative technologies to enhance both the efficiency and safety of drainage maintenance works.  Among these innovations, the team's adoption of mobile powerful pumping robots, together with various robotic technologies widely used in inspection and desilting works, has not only effectively enhanced the safety of frontline workers but have also significantly improved the overall efficiency of drainage operations, exemplifying the Department’s ongoing commitment to harnessing innovation for effective flood prevention.

The project team was also invited by the DEVB to share its success stories with other government departments at the forum entitled "Partner'Ship in Action with NEC Ambassadors" held on 23 January 2026.  It demonstrated the DSD's active contributions to promoting the NEC collaborative spirit and the adoption of innovative technologies in public works.
