Drainage Services Department Studies New Measures for Drainage Facility Maintenance and Flood Prevention Emergency Response in the Greater Bay Area

Mr MOK Wing-cheong, Director of the Drainage Services Department, led an 11-member delegation comprising the Assistant Director of the Operations and Maintenance Branch, Chief Engineer and Engineers, together with a representative from consultant Deloitte. The group visited Shenzhen and Guangzhou from 28 to 29 January 2026 for a two-day technical exchange.
The delegation's first stop was the Water Authority of Shenzhen Municipality. Both sides held in-depth discussions on water facility maintenance, digital management, and the application of innovative technologies. The Shenzhen side introduced its innovative "Shenshui Pipeline Network Hospital" operating model, the "Shenshui Cloud Brain" platform, and how the HarmonyOS system is driving digital transformation in the water sector. In the afternoon, the delegation visited the Pipeline Network Hospital base and inspected various innovative equipment designed to tackle pipeline maintenance challenges.
The following day, the delegation travelled to Guangzhou and held meetings with the Department of Housing and Urban-Rural Development of Guangdong Province and Guangzhou Water Authority. The Provincial Department presented the province-wide top-level design and policy framework for drainage and flood prevention, while the Guangzhou Water Authority shared its practical experience in sponge city construction and intelligent management. The delegation then toured the Flood Prevention Dispatch Centre of Guangzhou Urban Drainage Co., Ltd., where they examined the actual operation of the "Guan Yang Tong" intelligent drainage management platform, inspected the equipment of its professional emergency rescue team, and received a briefing on the company's flood prevention strategy. Delegation members actively raised questions, leading to lively and in-depth discussions.
This technical exchange not only strengthened ties with water authorities in the Greater Bay Area, but also provided valuable insights for the Department's own digital transformation. Looking ahead, the Drainage Services Department will continue to advance its digital transformation to further improve the quality and efficiency of drainage facility management and flood prevention emergency response.
