World Meteorological Organization's World Weather Research Program Delegation Visited DSD's Drainage Facilities
6 November 2025
On 6 November 2025, the Urban-PREDICT project – a flagship initiative of the United Nations' World Meteorological Organization (WMO), launched its International Coordination Office in the Hong Kong University of Science and Technology (HKUST). The inauguration was followed by the Urban Climate Prediction and Resilience Roundtable, and was attended by international scientists, industry experts, and policy makers including representatives from the Drainage Services Department and the Civil Engineering and Development Department. Professor Alexis LAU, Professor Jimmy FUNG, Professor Fei CHEN and Adjunct Professor Chi Ming SHUN of the Environment and Sustainability Division of the HKUST also attended the Roundtable. DSD Senior Engineer Ms Joy LEE Ching-man took part in the Roundtable as a panel member. The panel delved into science-based early warnings for urban hazards, strategies to protect vulnerable communities, and the critical roles of the different sectors in the society in building systemic resilience.
Same day afternoon, delegation from the WMO World Weather Research Programme visited the DSD, and was toured to the Happy Valley underground stormwater storage scheme, Revitalization of Tsui Ping River project and DSD's Emergency Control Centre to showcase the design and operation of these facilities. DSD Acting Assistant Director Ms Esther YUEN Ka-wai and Principal Project Coordinator Mr Walter LEUNG Wing-yuen led our colleagues to introduce to the delegates the DSD's Integrated Flood Management Strategy to cope with climate change and the emergency response services to extreme weather conditions, including the application of new technologies such as the "Mobile Powerful Pumping Robot" to enhance DSD's capability in tackling extreme rainfall situations.
The event fostered international collaboration and knowledge exchange towards climatic risk faced by cities, and allowed DSD to showcase Hong Kong's experience in flood management and strategies in addressing climate change, which contributed to the collective effort of building more resilient cities.
