Contracts signed for DSD's Framework Contract for Structural Improvement of Sewers and Stormwater Drains in Mainland South Districts

The Drainage Services Department (DSD) signed contracts, namely Contracts No. DC/2024/12/F1 to F4 "Framework Contract for Structural Improvement of Sewers and Stormwater Drains in Mainland South Districts (Contracts F1 to F4)" with "Welcome Construction Company Limited – PMPS Liner Technology (HK) Limited JV", "Hing & Cheong Company Limited", "BUDA Surveying Limited" and "Shun Yuen Construction Company Limited" respectively on 22 August 2025. The 4 framework contracts have a Framework Tendered Total of about HK$700 million.
The contracts, being the first ever of their kind for construction works in Hong Kong, cover about 42km of proposed replacement and rehabilitation works to the existing underground sewers and stormwater drains in Kowloon and New Territories South areas. These 36-month works contracts commenced on 15 August 2025. In the framework period, DSD will consider a combination of factors including contractors' performance, contractors' proposals, quotation prices, etc., for phased issuance of Work Orders to the framework contractors. It is anticipated that procurement efficiency, works quality, site safety, NEC collaboration spirit and technology exchange will be escalated to achieve effective budget control through the framework contract mechanism.
