Contracts signed for DSD's Hung Shui Kiu Effluent Polishing Plant Phase 1 Works

In order to implement the Phase 1 Works of Hung Shui Kiu Effluent Polishing Plant (HSKEPP), the Drainage Services Department (DSD) signed Contract No. DC/2024/11 "HSKEPP Phase 1 – Civil Works" with China State – Best Build Joint Venture, and Contract No. DE/2024/09 "HSKEPP Phase 1 – E&M Works and Biological Treatment Building" with REC - CEL JV on 22 July 2025. Two works contracts were with a total value of $5.5 billion.
HSKEPP will be an essential sewerage infrastructure of HSK/HT NDA and nearby areas. Throughout the whole project, we have endeavored to adopt compact sewage treatment technologies and utilise innovative construction methods to optimise the use of land resources and enhance efficiency, providing reliable sewage treatment services to the public for supporting the development of the Northern Metropolis.
The project scope comprises construction of all civil structures for HSKEPP and installation of the initial phase of electrical and mechanical facilities to provide a sewage treatment capacity of 60,000 cubic metres per day. The Phase 1 Works is planned to commission in the period of 2031 to 2032.
