DSD held Collaboration Meeting with Contractors - Collaboration for Flood Resilience

The Drainage Services Department (DSD) convened a collaboration meeting with the contractor representatives from 25 works contracts on 24 April 2025 to brief the DSD's integrated flood management strategy and the latest strategy on emergency preparedness and responses against extreme weather. The meeting aimed to enhance the cooperation at different tiers and strengthen the partnerships among the parties for achieving collaboration for flood resilience.
The Deputy Director of Drainage Services, Ir. Robin LEE Hong-nin, emphasized in the meeting that extreme weather has occurred frequently in recent years, and all countries are working together to curb the trend of global warming. Along this line, Hong Kong has formulated the Hong Kong Climate Action Blueprint 2030+ and Hong Kong Climate Action Blueprint 2050, with a view to achieving carbon neutrality by 2050. The Deputy Director also highlighted that, with the experience of the torrential rain in 2023, DSD devised the integrated flood management strategy in 2024 for the objective of flood resilience. At the same time, DSD would continue to follow the four major strategies of early warning, emergency preparedness, response and recovery to strengthen the department's flood prevention works, while applying various advanced innovative technologies to achieve more effective use of resources, leading to "Innovative Technology Empowerment for Smart Drainage Services Management".
During the meeting, DSD introduced the details of the integrated flood management strategy and the associated "Adaption, Resilience and Management" measures. In addition, DSD also gave a detailed account of the latest emergency strategies, the operation of Emergency Control Centre, and the duties and arrangements of the emergency teams during the heavy rainstorm events. With the support of the participating contractors, DSD can mobilize up to 180 emergency teams for emergency situations. By such, emergency teams can be deployed to the affected location the earliest for flood relieve as soon as possible, so that the society can be recovered the soonest through the joint cooperation.
