Media interviewed DSD on Inter-reservoirs Transfer Scheme
4 January 2023
DSD Senior Engineer, Mr Antony WAN Nam-fung, was interviewed by Hong Kong Economic Times, HK01, Ming Pao, Sing Tao Daily and Oriental Daily on 4 January 2023, to introduce how “Flood Prevention, Water Conservation” could be achieved by connecting the Kowloon Byewash Reservoir and Lower Shing Mun Reservoir.
Mr WAN introduced to the reporters that under the Inter-reservoirs Transfer Scheme (IRTS), part of the surface runoff collected from the Kowloon group of reservoirs will be transferred to the Lower Shing Mun Reservoir. This will create designated flood storage capacity in the Kowloon Byewash Reservoir (KBR) to allow collection of further surface runoff in the KBR during heavy rainstorms, so as to reduce the risk of flooding in Sham Shui Po, Cheung Sha Wan and Lai Chi Kok caused by the overflow from the KBR.
Mr WAN added that the works of the IRTS were implemented by the DSD, while the operation and maintenance will be handled by the Water Supplies Department after commissioning, fully demonstrating cross-departmental co-operation. The scheme has also attained "one project, two achievements", i.e. the dual purposes of "Flood Prevention ‧ Water Conservation". The scheme received the United Nations Sustainability Development Goals Achievement Awards Hong Kong 2022 - Merit Award, in recognition of the project team's effort.
