SDEV’s Blog: DSD receives New Engineering Contract awards

The Secretary for Development, Mr Michael WONG Wai-lun, talked about the advantages of using New Engineering Contract (NEC) in construction projects. He invited DSD Senior Engineer Mr Romeo CHUNG Ching-hong to share the benefits brought by NEC to the Shek Wu Hui Effluent Polishing Plant project.

“Shek Wu Hui Effluent Polishing Plant – Main Works Stage 1” won the Water Project of the Year from the New Engineering Contract Users' Group of the United Kingdom. Mr CHUNG said the project involves four independent civil and electrical and mechanical contracts. Sequence and programme of the works under the different contracts have to be well coordinated. The use of NEC enhanced mutual trust and cooperation among contractors, such that the project has been implemented smoothly.

Mr CHUNG added that during the design stage, the DSD adopted “Design Thinking” approach inviting stakeholders to take part in designing layout of facilities and accessories in the surrounding areas, thoroughly understood and responded to their concerns and suggestions. By 2034 when the project is expected to complete, approximately two hectares of green area will be shared for public use.
