InnoCarnival 2020 - Inter-reservoirs Transfer Scheme (IRTS)

Organised by Innovation and Technology Comminssion (ITC), the Virtual InnoCarnival 2020 will go online from 23 December to 31 December 2020, activities include a series of online exhibitions, workshops and webinars. In line with the theme of “Collaborate.Innovate.Beyond Imagination”, the Drainage Services Department (DSD) will introduce the latest development and innovative technology applied to the project of “Inter-reservoirs Transfer Scheme (IRTS)” through the online exhibition supplemented by animation so as to enable the public to gain a deeper understanding of the project team’s innovative idea of combining flood prevention and water preservation into one single project for serving dual purposes of enhancing the flood protection level in West Kowloon areas and persevering water resources.

The IRTS comprises construction of a water tunnel of about 2.8 kilometres with 3 metres diameter from the Kowloon Byewash Reservoir to the Lower Shing Mun Reservoir, an intake structure at the Kowloon Byewash Reservoir and an outfall structure at the Lower Shing Mun Reservoir. The goal of the Scheme is to transfer part of surface runoff collected in Kowloon group of reservoirs to Lower Shing Mun Reservoir, so as to free up a flood storage capacity in Kowloon Byewash Reservoir and reduce surface runoff flowing into the downstream drainage system in urban area and the large-scale drainage pipe laying works in dense and busy streets. Meanwhile, the IRTS will utilize the capacity of the reservoir to collect rainwater and hence reduce overflow from the reservoir. An estimated average annual additional fresh water yield of about 3.4Mm3 will be generated. The project is managed and executed by Drainage Projects Division of the Drainage Service Department. The construction of IRTS was commenced in February 2019 for completion in 2022.
