The Drainage Services Department (DSD) signed an $18.5 million contract with The Jardine Engineering Corporation Limited on 14 April 2014 for the provision of electrical and mechanical (E&M) facilities for Tin Liu Ha Sewage Pumping Station and Tong Min Tsuen Sewage Pumping Station in Lam Tsuen, Tai Po.  Notably, it is the Government’s first E&M engineering contract adopted New Engineering Contract (NEC).  The contract is scheduled for completion in September 2015.

Over the past years, DSD has been actively adopting the NEC in their projects, which is a new form of contract introduced for public works projects in Hong Kong.  Under NEC, both parties in the contract, i.e. the project management office and the contractor, will need to follow the contract conditions under the NEC to manage the project in a partnering manner in order to enhance the efficiency of contract management and cost-effectiveness.
