Drainage Services Department

The services comprise the following main tasks:

(a)       Reviewing existing procedures to establish and update a Procedural Manual in the administration of Contract No. DC/2022/05 including assessment mechanism for payments due to the Contractor;

(b)          checking and assessing monthly payments due to the Contractor and carrying out monitoring and forecasting of the latest financial situation for effective administration;

(c)          assessing compensation events and preparing all necessary submissions/forms to DEVB’s Project Strategy and Governance Office (PSGO) for vetting and the DSD’s management for endorsement and approval;

(d)          providing professional advice, assistance and support for proper administration of the Contract No. DC/2022/05 and performing the duties set out in this Contract to the satisfaction of the Service Manager regarding various special features of NEC contracts such as early warnings, risk reduction, compensation events, subcontracting procurement, material procurement, dispute resolve and insurance, etc.;

(e)          providing professional advice and financial control service to the Service Manager in the assessment of Cost Savings Design as proposed by the Contractor and preparation of all necessary submissions/forms to the Client’s endorsement and approval;

(f)           arranging regular independent audit on contract administration and financial control for Contract No. DC/2022/05;

(g)          providing professional advice and support in update of programme and/or change to the Activity Schedule as required by the Service Manager;

(h)          conducting regular partnering review meetings/workshops on enhancing project team’s performance on partnering and collaborative working behavior, and

(i)           providing trainings/workshops related to financial management and administration for NEC, like quantity surveying for NEC or equivalent as required by the Service Manager for the teams of the Client, the Project Manager, the Supervisor and other relevant parties.
