Description
The scope of works of the Contract comprises design, construction, operation and maintenance of the proposed San Tin Effluent Polishing Plant (STEPP) Phase 1. The STEPP Phase 1 will provide a sewage treatment capacity of 65,000 cubic metres per day (in average dry weather flow) achieving tertiary treatment level, with provision including civil and building works for future expansion to the capacity of 125,000 cubic metres per day. The design and construction works are scheduled to commence in January 2027 and will take about 82 months to complete. The operation period of the Contract will be 10 years (starting from completion of testing and commissioning of the STEPP Phase 1) plus an optional extension up to 5 years at the discretion of the Government of the Hong Kong Special Administration Region.

Submission of Tenders

Sealed prequalification applications must be clearly marked with the  tender reference and subject of the prequalification application on the outside of the envelope (but should not bear any indication which may relate the prequalification application to the applicant) addressed to the Chief Engineer, Consultants Management Division, Drainage Services Department at 42nd Floor, Revenue Tower, 5 Gloucester Road, Wan Chai, Hong Kong.  Prequalification applications must be deposited in the tender box as specified in this prequalification of tenderers notice (“Specified Tender Box”). Late applications and applications not deposited in the Specified Tender Box will not be accepted.

 The closing date for the prequalification applications may be extended under the following circumstances:-

(a)    If tropical cyclone signal No. 8 or above, or a black rainstorm warning signal is hoisted or if “extreme conditions after super typhoons” announced by the Government is in force at any time between 9 am and 12 noon on the closing date for the prequalification applications, the closing time for the prequalification applications will be extended to 12 noon on the first working day after the tropical cyclone signal No. 8 is lowered, or the black rainstorm warning signal or the “extreme conditions after super typhoons” announced by the Government has/have ceased to be in force.  Saturday is not counted as a working day.  The announcements on “extreme conditions after super typhoons” will be made via press releases website of Information Services Department (https://www.info.gov.hk/gia/general/today.htm);

(b)    If there is a blockage of the public access to the location of the Special Tender Box at any time between 9 am and 12 noon on the closing date for the prequalification applications, the Government will announce extension of the closing date for the prequalification applications and time until further notice.  Following removal of the blockage, the Government will announce the extended closing date and time for the prequalification applications as soon as practicable.  The announcement will be made via press releases website of the Information Services Department (https://www.info.gov.hk/gia/general/today.htm).

Remarks

(a)   The tender to be invited is covered by the Agreement on Government Procurement of the World Trade Organization and will not involve electronic auction.

(b)  Applicants who meet the following requirements and other qualifications and conditions for participation stipulated in the prequalification documents are invited to apply for prequalification:-

(i)        The applicant or at least one of the participants / shareholders in a joint venture applicant has completed at least one (1) construction contract in or outside Hong Kong involving buildings / drainage / sewerage / waterworks with an adjusted original contract sum at the time of contract award of not less than HK$ 2,400 million in the past ten (10) years counting from the original date set for the close of receipt of prequalification submission; AND

(ii)      The applicant or at least one of the participants / shareholders in a joint venture applicant has completed at least one (1) contract or subcontract in or outside Hong Kong for design and installation of electrical and mechanical works (related to the water/ sewage/ sludge treatment process (excluding the non-process related and the supply of equipment)) for sewage / water treatment works with design capacity of at least 40,000 cubic metres per day (in average dry weather flow for sewage treatment works) in the past ten (10) years counting from the original date set for the close of receipt of prequalification submission; AND

(iii)    The applicant or at least one of the participants / shareholders in a joint venture applicant has undertaken or is currently undertaking at least one (1) contract or subcontract in or outside Hong Kong for operation and maintenance of sewage treatment works with design capacity of at least 40,000 cubic metres per day (in average dry weather flow ) with a continuous period of not less than two (2) years in the past ten (10) years counting from the original date set for the close of receipt of prequalification submission; AND

(iv)    If the applicant is a joint venture, the lead participant, or the major shareholder as the case may be, shall pass at least one of the criteria in (i), (ii) or (iii) above.
 

(c)   The detailed requirements for joint ventures with participation of contractors in or outside Hong Kong, if applicable, are stipulated in the prequalification documents.

(e)   A charge will be levied for delivery of the prequalification documents where the delivery of prequalification documents is requested by an applicant.  A written request to Binnies – Arup Joint Venture must be made.

(f)   Not more than five (5) applicants will be selected for tender invitation in accordance with the evaluation criteria stipulated in the prequalification documents.

(g) The Government of the Hong Kong Special Administrative Region reserves the right to reject any application and to negotiate with any applicants about the terms of the offer.
