Contract Senior System Analyst

Salary: HK$59,760 per month


Entry Requirements:
Candidate should:
(a)    have a degree in Computer Science / Information Technology or a related discipline.
(b)    have at least 10 years' post-qualification Information Technology experience including at least 4 years at Systems Analyst or equivalent level implementing IT projects in sizeable organizations with emphasis on information management, IT project tender preparation and evaluation, project and vendor management, quality assurance, user requirements analysis, system analysis and design, system implementation, user training and system support.
(c)    have attained Level 2 or above in Chinese Language and English Language in the Hong Kong Diploma of Secondary Education Examination (HKDSEE) or Hong Kong Certificate of Education Examination (HKCEE) or equivalent [Note].
(Note: Grade E in Chinese Language and English Language (Syllabus B) in the HKCEE before 2007 is accepted administratively as comparable to 'Level 2' in Chinese Language and English Language in the 2007 HKCEE and henceforth.)
(d)    have at least three years' IT system development experience in web-based systems using any of the following technologies:
          (1)    HTML
          (2)    JavaScript
          (3)    PHP
(e)    have at least one year's IT system development experience using any of the following technologies:
          (1)    Java
          (2)    Python
          (3)    C#
          (4)    .NET
(f)    have at least three years' IT system development experience using any of the following technologies:
          (1)    Microsoft SQL Server
          (2)    Oracle database
(g)    have hands-on implementation experience on one or more of the below application areas is preferred:
          (1)    human resource management systems
          (2)    intranet portal using SharePoint or other package software
          (3)    workflow/ case management systems
          (4)    IT systems for civil/ mechanical engineering works
          (5)    big data analytics
          (6)    geographic information system
          (7)    building information modelling system
          (8)    virtual reality/augmented reality (VR/AR) application developed by Unity 3D or other real-time development software/platform
(h)    have knowledge and experience on management, application software product evaluation, procurement and security requirements of IT projects for the Government of Hong Kong Special Administrative Region is preferred.


Duties: 
Assist the internal Project Team Head to provide IT services including project funding application and procurement, project management, technical support, advisory and quality assurance for the implementation and ongoing support of IT systems in DSD.
(a)    Assist the Project Team Head to prepare funding paper;
(b)    Collect user requirements, prepare tender documents and conduct tender evaluation;
(c)    Prepare technical specifications and arrange logistics for procurement of hardware and software;
(d)    Monitor progress of project activities to ensure that they can meet project needs and schedule;
(e)    Perform quality assurance on contractors' deliverables to ensure meeting user requirements and the Government standards;
(f)    Coordinate with users, contractors, ITMU staff in DSD, and other concerned parties on project implementation activities;
(g)    Analyse users' business requirements and render technical advice to users;
(h)    Support user acceptance tests and provide user training on the implemented IT systems; and
(i)     Support activities on system roll out and on-going system maintenance activities.


Terms of Appointment: 
Successful candidates will be appointed on non-civil service contract terms.


Fringe Benefits:
Upon satisfactory completion of the full contract period with consistently high standard of performance and conduct, the appointee will be granted a gratuity for the period of service.  Such gratuity, plus any contribution by the Government to a Mandatory Provident Fund (MPF) Scheme in respect of the appointee as required by the MPF Schemes Ordinance, will equal 15% of the total basic salary drawn during the contract period.  Rest days, statutory and general holidays, annual leave, maternity / paternity leave, sickness allowance, where appropriate, will be granted in line with the provisions in the Employment Ordinance.
