DSD’s vision is to provide world-class wastewater and stormwater drainage services enabling the sustainable development of Hong Kong. It is also one of DSD’s missions to enhance a caring, harmonious, safe and healthy work environment for staff. To mark the 20th Anniversary of DSD, a series of celebrating activities has been planned to share the achievements of the department amongst staff.

Our staff members are enthusiastic about community services and charitable activities, hoping that through joint efforts, we can help to build a harmonious and caring community.

“Vision, Mission and Values”
Since the formal launching of the new “Vision, Mission and Values” (VMV) on 24 December 2007, staff had endeavoured to adopt the new VMV in daily work. With a year’s time passed, a “VMV Competition” was held in December 2008 to provide a platform for staff of different Divisions/Units to share their experiences and accomplishments. During the course of the competition, all staff showed their sincere commitment and pursuit of quality services, at the same time demonstrated very high team spirit.

Activities of the 20th Anniversary of Establishment of DSD
Established in 1989, DSD marked the 20th Anniversary by holding a series of activities, including:
   
DSD 20th Anniversary Logo Design Competition – All staff were invited to submit logo designs containing elements of our “Vision, Mission and Values”. Response from staff was overwhelming, and the adjudication panel finally selected 2 winning entries for the competition.
 
DSD Open Days at Stonecutters Island STW, Stanley STW, Sha Tin STW and Flood Prevention Facilities in the NT - In order to enable our staff and their family members and friends as well as the general public to have better understanding of the Department’s daily operation and services, we organised four Open Days to introduce the sewage treatment process and the operation of the flood-preventing drainage facilities.
 
“Sewerage and Flood Protection – Drainage Services 1841 – 2008” – We completed a brief study on the historical development of drainage and sewerage services in Hong Kong. The details were recorded in a book titled “Sewerage and Flood Protection – Drainage Services 1841 – 2008”. Those who are interested can purchase copies of the book from the Online Bookstore or the Publication Sales Unit of the Information Services Department.
   
Roving Exhibitions of Drainage Services – Exhibitions of the drainage services were held at various locations in the territory with a view to introducing the work of the Department to the general public.
   
Tai Chi and Baduanjin Classes – To encourage the staff to enhance their work-life balance, we organised Tai Chi and Baduanjin classes at all main offices, such that the staff working at different locations could enjoy the classes after work.
 

Confined Space Safety Training for Competent Persons and Certified Workers Engaged in DSD’s Works
To upkeep the safety competence and awareness of confined space workers of its contractors, DSD has launched two 1-day enhancement courses under a “continuous competence enhancement” training programme for those who possess the qualification of a “competent person (CP)” and “certified worker (CW)” respectively as per Factories and Industrial Undertakings (Confined Spaces) Regulation.

The courses, namely “Confined Space Safety Training Course for CPs Engaged in DSD’s Works” and “Confined Space Safety Training Course for CWs Engaged in DSD’s Works”, are aimed to refresh the learning on the legislative requirements and safety precautionary measures for DSD’s confined space works, and to strengthen the hand-on practice on the proper conduct of risk assessment and correct use of various safety equipment like breathing apparatus, safety harness, gas detector, etc. Both courses are delivered by the Construction Industry Council Training Academy.

The training requirement has been incorporated in DSD’s contracts which are tendered after mid October 2009.

DSD’s Safety Manual 2010
The departmental Safety Manual which sets out DSD’s policy, objective and strategy, as well as the organization and guidelines for promoting safety and health at work in various types of DSD’s undertakings is being updated. The updating mainly includes changes in safety legislation and instructions, names, contacts and websites of certain duty holders and organizations. Further, the revised version will incorporate a new chapter containing guidelines on hygiene at work. The new Safety Manual is expected to be published in 2010.

Prevention of Influenza
As in the past few years, we organised a vaccination programme for our staff to reduce their chance of contracting influenza. Under the programme, staff could receive influenza vaccination service provided by a voluntary medical organisation at their own expense. Guidelines on the prevention of Pandemic Influenza (including avian flu and H1N1A) had also been reviewed and promulgated for staff’s compliance.

Community Services and Charitable Activities
We encourage our staff to serve the community by participating in and sponsoring various educational, green or charitable events. The establishment of our Volunteer Team provides channels for staff to take part in volunteer services and meaningful activities.

 

In 2008-09, we organised or took part in a wide range of activities, including:
   
Green Power Hike – We formed 2 teams to take part in the Green Power Hike with all the money raised to be spent on the development of environmental education and to organise educational activities in the community and schools.
 
Sowers Action Challenging 12 Hours – We formed 3 teams to participate in the challenging marathon organised by the Sowers Action to raise funds for the Foundation Education Development Programme in China.
   
Community Chest’s Fund-raising Activities – We continued to support the Community Chest’s Green Day, Love Teeth Day and Community Assistance Raised by Employees Scheme to raise fund for the work of the Chest’s member agencies.
 
 
Fund-raising for the Sichuan Earthquake Victims – We shared the sadness of the victims of the 5.12 earthquake in Sichuan. Together with the funds raised in the DSD Staff Club Annual Dinner, nearly $180,000 was raised by staff for the victims.
   
Other Fund-raising Events –We raised funds in the past year in support of various charitable organisations’ services, e.g. the World Vision’s “Skip-A-Meal”, the “Oxfam Rice” Sale, the Heaven of Hope Christian Service’s “Qile” Charity Cakes Sale and the Salvation Army’s “Lai See Day” etc.
 
 
Interest Classes for Elderly – Our Volunteer Team organised interest classes for the elderly in Lai Yiu Bradbury Care Home in April – June 2008. The interest classes included making coloured-sand bottles, knitting knots, die-cut patchworks, making beading and decorating accessories. We were delighted to see that the classes brought joy to the elderly.
   
“Hong Kong Citizen Hong Kong Heart” Campaign and Visit to Home for the Elderly – Our staff expressed their care for the needy by knitting them mufflers and lucky knots under the “Hong Kong Citizen Hong Kong Heart” Campaign organised by the Social Welfare Department. The Volunteer Team paid a visit to Lai Yiu Bradbury Care Home and gave the mufflers and lucky knots to the elderly.
   
Blood Donation Day – We organised again a Blood Donation Day with the Hong Kong Red Cross for our staff.
 
Staff Club Activities
The DSD Staff Club organised various activities for staff. In the past year, there were 2 hiking activities, visits to drainage facilities and a visit to the Hong Kong Wetland Park. The Staff Club also teamed up to take part in the Shatin Dragon Boat Race and organised a number of sports competitions for staff.

Departmental Green Activity
A “DSD Green Concern Day” was organised on 5 June 2008 in support of the United Nations, choosing 5 June of each year as the “World Environment Day”. Staff committed to take green actions to contribute for environmental protection. They also wore blue clothes or ornaments on the event day to show their support.
