Low-lying Area in Sheung Wan District

The area around Wing Lok Street in Sheung Wan is a low-lying area.  During high tide, sea level is close to the ground level and the underground stormwater drains are filled with seawater.  Coupled with rainstorm event, it is much more difficult to discharge the stormwater to the sea.  As a result, the area is more susceptible to flooding during the coincidence of high tide and rainstorm. 

To solve the flooding problem in Sheung Wan, the Drainage Services Department (DSD) are constructing stormwater intercepting drains and pumping station to pump stormwater of the low-lying area to the sea.  With the progressive completion of the works, flooding problem in the low-lying area in Sheung Wan will be alleviated before the wet season of 2009.  Before that, DSD will, in conjunction with relevant departments, step-up patrolling and cleansing of drains to ensure the drainage system is in good condition.

DSD have also provided the service of Sheung Wan Flood Watch starting from April 2006. The objective of the service is to draw your attention to possible floodings so that you can take appropriate measures to protect your own and others life and property. To strengthen the service, DSD have set up a Flood Watch Telephone Hotline 3588 9990 for the convenience of the public. The hotline will broadcast in voice message the Sheung Wan Flood Watch effective at the time. You can access the latest situation of the Sheung Wan Flood Watch anywhere and any time.

 

After receiving feedbacks from resident and shopkeepers in Sheung Wan with effect from 1 April 2007, DSD will issue information message to subscribers when the Hong Kong Observatory issue the Amber Rainstorm Warning Signal so that they can alert to possible flooding.

The following table list out the dates with high tide during the 2008 wet season.  If there is downpour during these days, flooding risk will be higher than the other days.  Should there be an extraordinary heavy downpour or tropical cyclone, flooding could still occur even in the other days.  Residents should be mindful of the weather condition as well as the report from the Observatory.  Please also refer to the “Proper Precautions to Minimize Flood Losses” in the pamphlet which can be download below.  Please note in particular some suggestions in minimizing flood losses.  If appropriate measures are taken, it will help to alleviate the flooding problem.
