The Government has carried out a series of Flood Control Strategy Studies, which provided a framework for the Government to progressively and systematically formulate an effective flood prevention strategy. The strategy needs to consider both technical and management options, expressed through structural and non-structural measures. In developing the strategy, a number of constraints and objectives have been considered, including social and economic pressures, financial and legal constraints, geographical and environmental conditions, institutional and management constraints and development plans. The strategy comprises many components including the following major items:
-
flood protection standards for the public stormwater drainage systems;
-
Long term improvement measures;
-
On-going improvements and mitigation measures;
-
Preventive maintenance;
-
Emergency Response System;
-
Land use management and legislation. |
